Japan's atomic disaster caused by "collusion" : panel report

TOKYO (Reuters) - Japan's Fukushima nuclear crisis was a preventable disaster resulting from "collusion" among the government, regulators and the plant operator, an expert panel said on Thursday, wrapping up an inquiry into the worst nuclear accident in 25 years.

Damage from the huge March 11, 2011, earthquake, and not just the ensuing tsunami, could not be ruled out as a cause of the accident, the panel added, a finding with serious potential implications as Japan seeks to bring idled reactors on line.

The panel criticized the response of Fukushima Daiichi plant operator Tokyo Electric Power Co, regulators and then Prime Minister Naoto Kan, who quit last year after criticism of his handling of a natural disaster that became a man-made crisis.

"The ... Fukushima Nuclear Power Plant accident was the result of collusion between the government, the regulators and Tepco, and the lack of governance by said parties," the panel said in an English summary of a 641-page Japanese document.

The report - issued hours after a reactor began supplying electricity to the grid for the first time in two months - put an official imprimatur on criticism of the cozy ties that have bound a powerful nexus of interests known as the "nuclear village".

Regulators, it said, had been reluctant to adopt global safety standards that could have helped prevent the disaster in which reactors melted down, spewing radiation and forcing about 150,000 people from their homes, many of whom will never return.

"Across the board, the Commission found ignorance and arrogance unforgivable for anyone or any organization that deals with nuclear power. We found a disregard for global trends and a disregard for public safety," the panel said.

The panel's finding that seismic damage may well have played a role could affect the restart of reactors that were taken offline, mostly for maintenance and safety checks, in the months since Fukushima. Japan is one of the world's most quake-prone countries.

"We have proved that it cannot be said that there would have been no crisis without the tsunami," Katsuhiko Ishibashi, a seismologist and panel member, said in the report.

The panel urged strict checks on all reactors against guidelines set in 2006, and said Japan's 21 oldest reactors, whose construction was approved before guidelines were set in 1981, may be at similar risk from a big quake as Fukushima Daiichi.

Experts have said that an active fault may lie under Kansai Electric Power Co's Ohi plant in western Japan, whose No. 3 unit began supplying electricity to the grid early on Thursday. Ohi's No. 4 unit will come on line later this month after the government approved the restarts to avoid a power shortage.

"This means that all of Japan's reactors are vulnerable and require retro-fitting, calling into question the hasty decision of the (Prime Minister Yoshihiko) Noda cabinet to restart reactors before getting the lessons of Fukushima," said Jeffrey Kingston, Asia studies director at Temple University in Tokyo.

The report by the experts - one of three panels looking into the Fukushima disaster - follows a six-month investigation involving more than 900 hours of hearings and interviews with more than 1,100 people, the first such inquiry of its kind.

MISSED OPPORTUNITIES

Many of the shocking details of the disaster, including operator Tokyo Electric Power Co's (Tepco) failure to prepare for a big tsunami and the chaotic response by the utility and government, have already been made public.

In an effort to repair tattered public trust in the regulatory regime, the government will in a few months set up a more independent nuclear watchdog that will then draft new safety rules.

The report pointed to numerous missed opportunities to take steps to prevent the disaster, citing lobbying by the nuclear power companies as well as a "safety myth" mindset that permeated the industry and the regulatory regime as among the reasons for the failure to be prepared.

Resource-poor Japan has for decades promoted nuclear power as safe, cheap and clean. Atomic energy supplied nearly 30 percent of electricity needs before the disaster.

"As a result of inadequate oversight, the SA (Severe Accident) countermeasures implemented in Japan were practically ineffective compared to the countermeasures in place abroad, and actions were significantly delayed as a result," it said.

Tepco came under heavy criticism in the report, partly for putting cost-cutting steps ahead of safety as nuclear power became less profitable over the years. "While giving lip service to a policy of 'safety first', in actuality, safety suffered at the expense of other management priorities," the team said.

In a report on its internal investigation issued last month, Tepco denied responsibility, saying the big "unforeseen" tsunami was to blame - though it admitted that in hindsight it was insufficiently prepared.

Tepco, struggling under huge costs for compensation, cleanup and decommissioning, was effectively nationalized last month with a 1 trillion yen ($12.53 billion) injection of public funds.

The panel also said it had found no evidence to back up Kan's allegation that Tepco had planned to abandon the tsunami-ravaged plant as the crisis risked spinning out of control.

But fans of Kan, a former civic activist who angered the powerful nuclear industry when he became a harsh critic of atomic power after the disaster, questioned that finding.

"I think the crisis would have been far worse if Kan hadn't intervened," Temple University's Kingston said.

Bryan McMhan has never missed Elgin's Fourth of July parade in the more than two decades he's lived there. This year, he learned something new, thanks to an American Legion Post 57 float carrying Lao veterans who fought with the U.S. Army in Vietnam. ?I think it's excellent. I don't think anybody knew about it ? at least I didn't.?

Others were first-time spectators, like Alvaro and Maribel Rodriguez of Elgin. The Mexican natives said they have always been aware of the significance of the Fourth of July, and decided it was time to take part in the festivities. ?Our two daughters were born here, and this country has given us freedom,? Alvaro Rodriguez said.

Ten-year-old Ezekiel Hare, of Elgin, knew exactly why he was at the parade ? to get loads of candy. He and his brothers and cousins, ranging in age from 5 to 11, were at the ready with plastic bags, eager to scoop up candy tossed along Douglas Avenue. Besides the candy, Ezekiel said his favorite part was meeting Captain Jack Sparrow from the movie ?Pirates of the Caribbean.?

Just down the road from Elgin, organizers hope the inaugural Northwest Fourth-Fest, a joint effort between Elgin, Hanover Park, Hanover Township and Hoffman Estates, could draw as many as 20,000 people in its first year.

Despite a lack of foliage, the festival, which runs through July 8 outside the Sears Centre in Hoffman Estates, has plenty of tents for patrons to get out of the sun. There's also a Cool Zone inside the arena, complete with air conditioning, free water and restrooms.

Hoffman Estates Mayor Bill McLeod said he was impressed by the expansive spread of carnival rides, entertainment, food vendors and activities.

?I think this is the wave of the future,? McLeod said of the combo festival. ?Towns always manage to work together in an emergency, so it's nice to be able to work together on something fun.?

EU: Talks on Iran's nuclear program to continue

(AP) ? Iranian and international technical experts have exchanged details on proposals to end the standoff over Tehran's controversial nuclear program and a new meeting will be set soon, the European Union said Wednesday.

A statement said the Istanbul-based talks lasted a full day and ended early Wednesday.

The talks followed three rounds of negotiations between Iran and six world powers that have failed to produce a breakthrough.

At the last meeting in Moscow in June it was agreed to set up the experts level meeting, and ? if sufficient progress on bridging differences between the two sides was achieved ? to then have Iran's No. 2 nuclear negotiator Ali Bagheri meet with Helga Schmid, the EU official in charge of the talks.

It was agreed in Istanbul that the two officials would meet but no date has yet been set, said an official who could not be named under EU rules.

The meeting in Istanbul was led by nuclear expert Stephan Klement on behalf of EU foreign policy chief Catherine Ashton. The experts came from the six powers ? Britain, the United States, the European Union, China, France, Germany and Russia ? involved in the talks and collectively known as the E3+3.

The statement said the experts had met with the Iranian team, and "provided further detail of the E3+3 proposal given to Iran in Baghdad (while) Iran shared further detail of their proposal; and the experts explored positions on a number of technical subjects."

The EU, U.S. and other nations suspect Iran's nuclear program is aimed at developing atomic weapons. Iran denies this, and says it is for peaceful purposes, such as producing energy and medical isotopes.

Iran is already under four sets of U.N. sanctions and measures levied by the U.S and tried unsuccessfully to use the Moscow talks to get the sanctions eased.

An EU ban on Iranian oil came into full effect July 1, and analysts expect the sanctions to cut the crude exports of Iran, OPEC's second-largest producer.

The EU embargo, combined with the fresh measures that prohibit the world's banks from completing oil transactions with Iranian banks, significantly ratchet up the pressure on an Iranian economy already squeezed by previous rounds of sanctions.

Mel Gibson's stepmom wants restraining order

Mel Gibson's estranged stepmother filed for a stay-away order against the actor on Monday claiming he was violent with the elderly woman, who is embroiled in a bitter divorce from Gibson's father.

The legal action is the latest against Gibson, an Oscar winner for "Braveheart" and star of the "Lethal Weapon" movies, to raise issues of anger control.

Teddy Gibson, who married the actor's father John Gibson in 2001, filed for the restraining order in the Superior Court in Los Angeles. A hearing is set for July 25.

"Mel has sunken to new lows over the last year by committing several acts of domestic violence against his 78-year-old stepmother," the court papers state.

The petition accuses Gibson of screaming at his stepmother after she questioned his preference for medical treatments in the care of his 93-year-old father.

John Gibson filed for divorce from his wife in June, citing irreconcilable differences. In her filing, Teddy Gibson claims she does not know why and needs the restraining order to talk to him without Mel Gibson present.?

In a sworn statement with the filing, Teddy Gibson claims there are "a lot of questions about (John Gibson's) filing of divorce against me, and (I) need to speak directly to my husband without Mel's interference so that I can make sure both he is OK and not being manipulated by Mel or into a course of action he does not wish to take."?

A spokesman for the actor had no comment on the request for a restraining order.?

This new action is the latest against Gibson, 56, to highlight anger issues since he was stopped by a California policeman in 2006 for driving under the influence of alcohol and launched into a rant that included an anti-semitic statement.?

More recently, he and former girlfriend Oksana Grigorieva waged a bitter custody battle over their infant daughter during which tapes of telephone messages surfaced in the media on which Gibson can be heard yelling and screaming at Grigorieva.?

In March 2011, Gibson admitted in court that he slapped Grigorieva with an open hand during an argument, and he pleaded no contest to domestic violence -- the equivalent of guilty in California. He was sentenced to three years probation.
